| Rezumat: | Ever since the Declaration of Human Rights which asserted the right to be protected from all kinds of discriminations, linguistic discrimination among others, we have witnessed the progressive and unequal advent, depending on geographical areas, of a right of language and a right to language to reach instruments of international rights such as The European Charter for Regional or Minority Languages, The International Declaration of Cultural Diversity, The international Convention on the Protection and Promotion of the Diversity of Cultural Expressions, language being one of the aspects of cultural diversity, which cannot be ignored, even a fundamental condition for the exercise of citizenship. In spite of the undisputable progress in the right to language, European countries undergo an unprecedented pressure from the English language whose influence surpasses all the forms of lingua franca historically known, whether it is the lingua franca of the Mediterranean countries, Latin or the French language from the 17th to the 19th century. Pursuing its action, initiated with the First Conference on Plurilingualism in Paris in 2005, then the Second conference on plurilingualism in Berlin in 2009, the OEP, taking advantage of a new freedom recognised by the Treaty of Lisbon, plans to launch a European Citizen Initiative. This Initiative is the main object of this article. |
