The speed of legislative decisions it produces domino effects within public organizations, many of them contextually reconfiguring and other vanishing, depending of the circumstances. The only constants are the European Union, International Monetary Fund and the directives and amendments. Meanwhile, the cultural particularities of the Romanian society maintain their cleavage between expectations and efforts designed for adaptability.
