Abstract:[EU Lobbying as Strategic Communication] Lobbying has been given a variety of definitions over the last decades. Nevertheless, these definitions have in common some fundamental aspects: lobbying as communication process, lobbying as act of influencing decision-makers, lobbying as political act, lobbying as strategic actions or lobbying as part of a democratic society. For a precise understanding of the EU decision-making as a whole, knowing how the EU institutions work is needed, but not sufficient – it is essential to also analyze lobbying as a legitimate part of the EU decision-making process and the specific role interest groups play in this sense. The main purpose of the article is to emphasize the strong communication component of the EU lobbying. Before doing so, we define lobbying in order to make clear the general context of the analysis.
