Les Balkans occidentaux ont achevé l’année 2010 sous le feu des projecteurs. Une série de bonnes nouvelles a démontré que les anciens États yougoslaves ont partiellement réussi à rompre avec le passé. Ainsi, la levée des visas permettant la libre circulation dans l’espace Schengen pour les ressortissants de la Bosnie-Herzégovine et de l’Albanie intervenue à la fin 2010, a représenté une victoire. Désormais, tous les citoyens des Balkans de l’Ouest peuvent circuler librement en Europe malgré des réticences de certains États européens “vétérans” qui redoutent une augmentation de l’immigration illégale. D’un point de vue économique, la coopération régionale s’est améliorée et les investissements étrangers ont augmenté. La région a conservé à un niveau élevé son potentiel économique et de développement, malgré la crise financière globale. Mais les Balkans de l’ouest ont été dans le collimateur de la presse et du monde politique international surtout pour d’autres informations, pas si valorisantes, celles liées à la corruption et au crime organisé. La question qui se pose est de savoir ce que toutes ces nouvelles représentent pour l’UE. Un nouveau départ ou la révélation d’un passé qui va compliquer son élargissement vers cette région?
The Western Balkans concluded the year 2010 in the spotlight. A number of good news showed that the ex-Yugoslav states managed to break away with the past and move on. Thus, lifting the visas for the Schengen space opened free movement for the citizens of BiH and Albania. Now all citizens of the Western Balkans can travel freely to Europe in spite of some governments’ fear that this move will increase illegal immigration. Economically speaking, regional cooperation and foreign investment grew and the region maintained a high economic potential despite the global financial crisis. But the Western Balkans have been in the eye of the storm due to other news such as spectacular scandals related to corruption and organized crime. This however may ease to some of them the road towards the EU. The question we must ask, however, is what does all this mean for the EU? A new beginning or the unveiling of a past that may further complicate matters for the EU enlargement in the region?
