Les états membres de l’Union Européenne appartenant à ses parties centrales et orientales forment la Nouvelle Europe qui a participé, pour la première fois dans son histoire, à la création d’un document fondamental à l’échelle continentale, le Traité de Lisbonne. Par conséquent, cet événement important favorise l’apparition d’un nouveau noyau de la puissance dans le vieux continent qui est orienté vers un agenda dynamique et une politique de voisinage encore plus robuste. L’engagement de pays centraux et orientaux dans les négociations concernant le nouveau Traité Communautaire a donné lieu aux débats constructifs et pertinents pour l’agenda de l’UE, bien que ces points de vue n’aient pas été toujours entièrement compatibles. Néanmoins, il est certain que les Etats de cette partie de l’Europe doivent exploiter le contexte actuel, comme le Traité de Lisbonne a approché une série de questions épineuses qui les concerne directement.
The member states of the European Union belonging to its Central and Eastern parts constitute a New Europe, which has participated for the very first time in its history in the creation of a major document on a continental scale, namely the Treaty of Lisbon. This important event thus fosters the apparition of a new core of power on the old continent, oriented towards a dynamic agenda and an ever more robust Neighbourhood Policy. The involvement of Central and East-European countries in the negotiations concerning the new Community Treaty has given rise to constructive debates germane to the EU’s agenda, although these views have not always been entirely compatible. Nevertheless, it is certain that the states from this part of Europe have to take advantage of the current context, as the Treaty of Lisbon has approached a series of thorny issues that concern them directly.
