Abstract:Denis de Rougemont wrote in 1978 that a cross-border region is defined, first and foremost, by the entire set of common issues which it has to deal with. These issues were related to space, the various sectors of economic, social and cultural activity.
Economic re-balancing and cultural closeness go hand in hand to spur cross-border relations and to change into stimuli of a harmonious Euroregional cross-border space.
The undertaken documentation has disclosed the necessity to permanently research the conditions for achieving a close cross-border cooperation between the decisional party and the civic one, as well as the acknowledgement of the qualities and abilities of each party, which become a present-day imperative from this standpoint and within the current context of globalisation at a worldwide level, and regionalisation at a European level. Furthermore, the necessity to create a Euroregional Observer as well as a Cultural Business Incubator would accelerate the process of consolidating a cross-border consciousness which, nowadays, is in an incipient stage.
Key words:cultural cooperation, cultural policy, cross-border consciousness, intercultural communication and dialogue, cultural diversity
